Pulkvedim (Colonel) Oskaram Kalpakam was famous commander of Latvian 1st indepent battaljon 1918 and therefore in front of the liberation of Latvia. If the pub called 'Pulkvedim Neviens Neraksta' (Nobody writes to the colonel) has anything to do with this person I cant tell.

Oskaram Kalpakam means "to Oskars Kalpaks", which is the correct name. The bar is named after a famous Gabriel Garcia Marquez book.
